The building was errected in 1974 as a hostel for the New Zealanders who came to work on the construction of the airport. The offices of the prime minister and other ministers are in the former bedrooms. Parliament meets at various times throughout the year, according to need; it's usually in session from around August to January, but there is no fixed schedule.
